Proposed budget supports student success with no layoffs, improves special education options
On May 21, City School District of New Rochelle voters will consider a proposed 2024-2025 budget that continues all current programs and services with no layoffs, despite the expiration of $9.7 million in federal COVID funding. It also supports increased special education options for students with individual education plans. Polls will be open from 7 a.m. to 9 p.m. The poll locations are listed below.
The $347,487,639 million budget proposal includes an increase in state foundation aid of more than $7 million. It reflects our school district’s priorities of student learning; superb staff; safe, supported, connected schools; and effective resource management.
The budget includes a proposed tax levy of 3.95%, within the allowable state tax cap, and reduces discretionary spending by 20% districtwide.
The budget maintains funding for signature programs including Kaleidoscope, Performing and Visual Arts in Education, and Science Research; continues our Career and Technical Education options; supports magnet options for elementary school students; and athletic, extracurricular, and co-curricular activities.
“Our priority is to educate the whole child: academically, socially, emotionally, artistically, athletically, and civically,” said Superintendent Dr. Corey W. Reynolds. “We remain committed to achieving the goals outlined in our five-year Strategic Plan, educating and embracing the whole child and supporting programs that produce positive outcomes for our diverse student body, including maintaining all current staff to continue our programming.”
While the proposed budget includes a reduction of nine full-time positions through natural attrition, it maintains our districtwide student-teacher ratio at 1:20. In response to the recommendations in our district-commissioned Special Education evaluation, it adds 22 special education staff to fill a critical need for more classroom offerings for our students with individual education plans.

CSDNR Board of Education Election: Four Open Seats
Two five-year terms beginning July 1, 2024, and ending on June 30, 2029;
one vacancy to fill the remainder of a term beginning May 21, 2024, and ending on June 30, 2027; and
one vacancy to fill the remainder of a term beginning May 21, 2024, and ending on June 30, 2026.
The candidates with the highest and second-highest votes will be elected to the five-year terms. The candidate with the third-highest number of votes will be elected to the term ending on June 30, 2027. The fourth-highest recipient of votes will be elected to the term ending on June 30, 2026.
Elect two members to the public library board of trustees (five-year terms).
Proposition #2:
Use $10 Million in capital reserves to complete pool repairs In addition to the budget proposal, CSDNR voters will consider using $10 million in capital reserves. This proposition would not impact rates for taxpayers and would maintain a reserve fund.
Proposition #3:
Establish a new capital reserve fund The third proposition on the May 21 ballot seeks voter approval to establish a new capital reserve fund for end-of-fiscal-year savings beginning this year and extending to 2044. This proposal would not impact the current tax levy.

Propuesta #2:

Proposición #3:
Establecer un nuevo fondo de reserva de capital. La tercera propuesta en la boleta electoral del 21 de mayo busca la aprobación de los votantes para establecer un nuevo fondo de reserva de capital para ahorros de fin de año fiscal que comience este año y se extienda hasta 2044. Esta propuesta no afectaría el gravamen fiscal actual.
